The Florida Department of Transportation (FDOT) constructed a Complete Streets project to enhance safety and improve traffic on SR 580/Skinner Boulevard from Main Street/Bass Boulevard to Broadway. The project included reducing travel lanes, two roundabouts, and a multipurpose path connecting to the Pinellas Trail to make travel safer for pedestrians, cyclists, and motorists, and to stimulate economic development north of Downtown. Comprehensive engineering and forecasting were conducted to evaluate the current and future traffic trips on this segment of Skinner Blvd. For current construction information, including lane/road closures and detours, click here.

Key Project Elements

  • Lane reduction from four to two lanes between Alt 19/ Broadway and Oak Street
  • Roundabouts at Douglas Avenue and Highland Avenue
  • Ten-foot wide concrete sidewalks connecting to the Pinellas Trail
  • On-street parking, bus bays (with decorative bus shelters), and bicycle lanes
  • Adding a permanent pedestrian crossing signal at the Pinellas Trail
  • New mast arm signal Bass Boulevard/Main Street
  • Decorative street lighting
  • Raised median (landscaping opportunity)
  • Utility relocation and undergrounding
  • Funding through an inter-agency partnership (City of Dunedin, FDOT and Forward Pinellas)
  • Project contractor: de Moya Highway Infrastructure, LLC

Cost:

  • Paid by the City of Dunedin: $8,310,343.43
  • Paid by Forward Pinellas: $1,500,000
  • Paid by FDOT: $5,917,443

    On June 27, 2023, FDOT staff held a public meeting and provided an update to residents, business owners, drivers, and trail-users on the status of the project. They discussed different areas of the project and how they are improving safety throughout Skinner Boulevard.
    FDOT is proposing improvements to S.R. 580/Skinner Boulevard from Alt. 19/Broadway to Main Street/Bass Boulevard as part of a complete streets project.
    The project plans to reduce the number of lanes from four to two to accommodate a new raised median, on-street parking/bus bays, and bicycle lanes. In addition, roundabouts are proposed at Douglas Avenue and Highland Avenue.
    The proposed project also includes replacing the span wire signal at Main Street/Bass Boulevard, adding a permanent crossing signal at the Pinellas Trail, and constructing a 10-foot-wide sidewalk connecting to the Pinellas Trail.
